1. Information exchange on domestic issues
o KR Multi-lingual Internet Names Activity Overview(Dongman Lee)

o JPNIC’s position paper on multilingual domain name issues(Maruyama)
– see Maruyama’s slides
o There were discussions about initial thought on registration policy
and
dispute policy for multilingual Internet names.
o JPNIC is planning to implement Japanese domain name system after
dispute
domain name resolution procedure is ready
o Need positions how do we(KRNIC-JPNIC) deal with chartered TLD based
on
Chinese character.
2. Discussion on Regional Issues
1) Chinese character charted TLDs (Kilnam Chon)
o Multilingual ccTLDs issues such as .china, .japan and .korea can be
solved within country, however there are many issues related to
Chinese
character chartered TLDs
o There are interests in creating new TLDs based on Chinese haracters
among many countries because Chinese is used by many countries.
o Many things related Charted TLD need to be resolved before there
would
be much confusion
o International coordination is strongly recommended
o Issues :
– common name for chinese character chartered TLDs
– registration policy
– database management
– harmonization between ccTLDs and chinese character chartered TLDs
2) Joint meeting and Workshop plan
o Need to support existing APTLD activities on multilingual names
– iName mailing list
– workshops(Multilingual Names Workshop(Feb., Jul., and Nov.),
Chinese names workshop(May, ?, ?)
3) APTLD activities review on multilingual names including its working
groups and workshops
o See MINC Proposal BoF meeting summary and concept paper
3. Discussion on global issues
1) Cooperation on MINC
o Need active participation in WG and task force of MINC.
o Next MINC meeting will be held in San Francisco on May 12 and 13.
o The following has to be proposed to Code WG in MINC
– charter definition

chinese characters
* local language code(code set, encoding, etc)

local/international language (eg Lao, Tamil…)<- how to
coordinate?

2) ICANN activity cooperation and coordination
o AS ICANN has the authority over the root server, we’d better inform
this
topic to ICANN
o Even though IETF has resolved, separately we should make consensus
in
ICANN for multilingual Internet names
o In July, ICANN next meeting, we will propose ICANN DNSO
informational
WG regarding multilingual Internet names
o Need an active participation/commitment in IETF/IDN WG from
Korea and Japan.
3) MINC Interoperability working group formation- Yoneya
o Following steps are proposed for interoperability testing by Dr. Lee
from KRNIC
– identify test parameters
– based on identified test parameter, develop test scenario
– creating pseudo standards for interoperability testing
and then make Milestone for each step
4. Issue List
– How do we deal with chartered TLD based on Chinese character
– How do we resolve name collision between trademarks/company name
– Do we want to include non-local language characters in addition to
English alphabet characters into local language character only
domain names
– How do we handle multiple multilingual domain names for each ASCII
domain name, and multiple ASCII domain names for each multilingual
domain name.
– Identify side effect of 8bit clean DNS protocol
– How do we support existing APTLD activities on multilingual names
such as iname mail list and two kinds of workshops(multilingual
names workshop(2,7,11), Chinese names workshop)
→ do we want to do it in the context of APTLD and/or MINC
→ how we can promote Chinese names workshop activity from non
Chinese
speaking countries such as Japan and Korea
– In July, ICANN meeting we will propose ICANN DNSO informational WG
for multilingual domain names.
– Active participation/commitment in IETF/IDN WG from Korea and
Japan.
